Critical infrastructure and energy

Substations, power plants, waterworks and control centres count as critical infrastructure. In Germany they fall under the KRITIS umbrella act, in force since March 2026. The requirements for dealing with drones are still taking shape.

The situation. Since 17 March 2026 the German Aviation Security Act has allowed the armed forces to act over critical infrastructure. Since early September 2026 the federal interior ministry has been examining a so-called Beleihung. That would mean the state delegating sovereign counter-drone tasks to private operators. Grid operators are already surveying the market for drone detection. So operators must present concepts before the requirements are final. One thing helps. Ukraine's energy infrastructure has been a target of drone attacks since 2022, and the protective procedures developed there are documented.
