Why this is more than buying technology
Others are leading the way. Munich has been trialling automated fire-brigade emergency drones since December 2025. In Wiesbaden, an automated drone has launched straight from a fire-station roof since June 2026. Bavaria runs a police drone competence centre. State police forces are procuring detection technology and capture drones. So the technology is there. But a program needs more. Permits, an operations manual, locations, a link to the monitoring centre, trained staff and a concept that survives a tender. In the United Kingdom, specialised providers handle this setup for a large share of police forces and emergency services. In Germany this offer barely exists so far.
What is included
Concept. What the program is for, which types of operation it covers, which locations and technology it needs and in which order it is introduced.
Permits. Operating your own drones requires official approval. We prepare the operating concept and the risk analysis under the European SORA procedure, file the application with the Luftfahrt-Bundesamt (the German federal aviation office) or the state aviation authority, and stay with you until approval.
Operations manual and duty instructions. Who does what, how the procedures run, how everything is documented. All in a form that passes an audit.
Monitoring centre link. Alerts, flight data and images must arrive in your monitoring centre. We settle the handover and define how alerts are assessed.
Tendering. We translate the requirements from the German Aviation Security Act, the KRITIS umbrella act and market surveys into a service specification and compare the offers. Without ties to any manufacturer.
Training. We brief the staff and run exercises with them. Experience from Ukraine flows in where it is transferable.
Outcome
A running program with approval, manual, locations, monitoring centre and trained staff. All documents become your property.
