Why this training is needed

Anyone who wants to fly their own drone will find plenty of courses. For the opposite case there is hardly any training in Germany. What do your guards do when someone else's drone hovers over the site. Most staff have no instructions for this. They do not know what to observe, whom to call and what to write down.

Content

Module 1: The threat. Which drone types exist, how they fly, at what times and on which routes they arrive and what they can carry. With observations from Ukraine, applied to sites in Germany.

Module 2: Detection. How drones are detected technically. By radio, radar, camera, microphones and the Remote ID broadcast. What each method delivers and where it fails. Why your own staff remain an important observer. With experience from Ukrainian observer networks.

Module 3: The law. What the German Aviation Security Act (LuftSiG), as amended on 17 March 2026, regulates. Who is responsible, meaning the armed forces, the federal police or the state police. What operators may do, what is prohibited and who is liable for what.

Module 4: The reporting chain. Who reports a sighting to whom, with which details, and how it is documented. Practised on the participants' own sites, with time measurement.

Module 5: Conduct on the ground. What your staff may do without interfering with air traffic. Lighting, distances, protecting people, taking cover, securing evidence.

Module 6: A conversation with Ukraine. Where available, a contact from Ukraine joins by video. Anonymous and without operational details.
