An interceptor drone is an unmanned aircraft that stops another drone in the air. It catches the target with a net, rams it or destroys it with a warhead. A warhead here means a charge that damages or destroys the target. In the news the device is often called a drone hunter. This article explains to operators, security providers and critical infrastructure managers what is behind the term and what it means for them.
Why the term has been in the news since 2025
Russia has attacked Ukraine with Shahed-type drones since 2022. Ukraine answers with its own interceptor drones. The reason is the cost ratio. An air defence missile costs a multiple of the target it destroys. Ukraine's National Security and Defence Council wrote on 26 January 2026 that a kill with an interceptor drone costs more than 25 times less than one with a Western air defence missile. Military Times quoted unit prices of 1,000 to 2,500 US dollars for Ukrainian interceptor drones on 11 March 2026. United24 Media put a Patriot missile at around 4 million US dollars and a Shahed at 20,000 to 50,000 US dollars on 19 March 2026. According to the Security Council, Ukraine produced around 100,000 interceptor drones in 2025.
Anyone asking about interceptor drones in Ukraine today usually means these systems. Since 2025 the German armed forces and the federal police have also been procuring devices of this class.
Three designs with different effects
Net-capture drones fire a net at the foreign drone. The net blocks the rotors, and the drone descends on a parachute or a line. The target stays largely intact. The police can secure it as evidence. That is why police forces mainly use this design. The German armed forces received their first net-capture drones in September 2025, as hartpunkt reported on 26 September 2025.
Collision drones ram the target. They fly fast and carry no explosives. Their effect comes from mass and speed. The German Aerospace Center demonstrated an automatic interceptor drone in Cochstedt that chased and rammed an intruding drone. ingenieur.de described the trial on 10 August 2026.
Systems with warheads carry an explosive charge, a fuse or a shot charge. They detonate next to the target or hit it directly. This design dominates in Ukraine. Military Times described payloads growing from initially 450 grams to 5 to 10 kilograms today, on 11 March 2026. Guidance there runs on thermal imaging, radar and computer assistance. An operator takes over the final seconds before impact.
There are also drones that carry a jammer. They cut the target's radio link. Legally they count as the group without a warhead.
In Germany only authorities may use interceptor drones
Stopping someone else's drone is an interference with air traffic. That requires a legal power. In Germany only authorities have one.
The armed forces have been allowed to act against drones inside Germany since 17 March 2026. The basis is the amendment of the Aviation Security Act that parliament passed on 26 February 2026. They act at the request of the federal states. In October 2025 the armed forces' procurement office awarded a contract for interceptor drones worth several hundred million euros. Defence Industry Europe reported on it on 8 October 2025.
The federal police have been responsible for the airports nationwide since the amendment. In December 2025 they set up a counter-drone unit with an initial 130 officers. The federal government cites 100 million euros for it. The build-up to 300 officers at eight locations is under way, as ingenieur.de reported on 10 August 2026.
Bavaria went a step further. The state added an article 29a to its police powers act. The police may now use technical means against unmanned aircraft systems. The explanatory memorandum explicitly names jammers, electromagnetic pulses and interceptor drones. drohnen.de reported on the draft in October 2025. Since 1 April 2026 the Bavarian police drone competence and defence centre has operated in Erding, as Euronews reported on 5 May 2026.
How Germany classifies interceptor drones legally
The Federal Ministry for Economic Affairs, together with the defence ministry, has published a guidance note on the war weapon classification of drones. The current version dates from 25 June 2026.
An interceptor drone with an explosive charge, a fuse or a shot charge is a war weapon under number 9 of the German war weapons list. Manufacturing, acquiring and trading require a licence under the War Weapons Control Act. There is no legal entitlement to that licence.
An interceptor drone that works with a net, by collision or with a jammer is not a war weapon. The guidance note states this explicitly. It remains a defence good under part I A of the German export list, however, if it is built for military purposes. Export and transfer are then the responsibility of the Federal Office for Economic Affairs and Export Control.
The distinction between classification and use matters. The classification says nothing about who may use the device. Even a net-capture drone without war weapon status stays off limits for private actors.
Why operators and security providers may not use them
Private operators, in-house security and security providers may not interfere with the airspace. The German Telecommunications Act prohibits jammers. Anyone who brings a drone down risks prosecution for dangerous interference with air traffic under section 315 of the Criminal Code. Anyone who disrupts its radio link is liable under section 317. Anyone who damages it is liable for property damage under section 303. drohnen.de summarised the legal situation in September 2026.
The 2026 amendment of the Aviation Security Act changed none of this. It gives private actors no new rights. Since early September 2026 the federal interior ministry has been examining a Beleihung of private critical infrastructure operators. That is the German term for the state delegating a sovereign task to a private company. The chemical and energy industry associations reject it. finanznachrichten.de reported on this on 2 September 2026.
The operators' task lies before the interception. They detect the drone with radio, radar or camera sensors. They report it to the responsible police. They document time, place, flight path and behaviour. And they prepare their staff to act correctly in that moment. These four steps are permitted. They decide whether an authority can intervene at all.
What operators can learn from the Ukrainian experience
In Ukraine the interceptor drone stands at the end of a chain. At the start stands detection.
Shahed drones fly low and comparatively slowly. A Shahed-136 flies at around 185 kilometres per hour, according to United24 Media of 19 March 2026. Flying low, it slips under the radar. The Center for European Policy Analysis described on 9 March 2026 how Ukraine therefore built a network of microphones. According to Defense Express of 23 April 2026, more than 14,000 acoustic sensors are distributed across the country. They hear the drone and take a bearing. Several bearings together yield the position.
The data flows into a shared situation picture. Mobile fire teams, interceptor drone operators and other units see the track on a tablet. Only this report makes launching an interceptor worthwhile. Without an early report, the interceptor arrives too late.
For operators in Germany this transfers directly. Drones appear low, briefly and often at night. Radar alone does not always see them. A fast report with direction, altitude and time is worth more than a late photo. And people on the ground remain a sensor. In Ukraine, ground observers supplement the sensor network. On a site, gatekeepers, patrols and shift leaders do the same.
What this means for operators
Interceptor drones are a tool of the authorities. Operators and security providers may neither buy nor use them. Their task is the part of the chain that comes before the interception. Whoever detects, reports and documents gives the police the basis for acting. Whoever prepares their staff shortens the reporting chain. The debate about delegating powers to critical infrastructure operators changes none of this for now. A clean reporting procedure is a duty today and the precondition for any future power tomorrow.
Frequently asked questions
Can a security provider buy an interceptor drone?
No. Their use is reserved for the authorities, and without a power to use them there is no lawful purpose. For systems with a warhead the War Weapons Control Act applies on top. Security providers remain limited to detection, reporting and documentation.
Is every interceptor drone a war weapon?
No. Under the guidance note of the Federal Ministry for Economic Affairs of 25 June 2026, only an interceptor drone with an explosive charge, a fuse or a shot charge is a war weapon. Net, collision and jammer drones are not war weapons. Their use is still reserved for the authorities.
What is the difference between an interceptor drone and a drone hunter?
None in substance. Drone hunter is a word from the news, interceptor drone is the technical term. Both mean an unmanned aircraft that stops another drone in the air.
May an operator jam or shoot down a drone over their own site?
No. Jammers are prohibited under the German Telecommunications Act, and shooting a drone down is interference with air traffic. Permitted are detection, documentation and a report to the police.
Who is responsible when an operator reports a drone?
At airports the federal police, otherwise the state police. The armed forces have supported at the request of the states since March 2026. The report always goes to the local police, who know the way from there.
